This study developed dissolving microneedles containing Oryza sativa L. extract complex to enhance transfollicular delivery. The P25H5 formulation, with a high PVP K90 content, showed superior mechanical strength, skin penetration, and dissolution properties. The microneedles effectively delivered linoleic acid through hair follicles, with significant differences in penetration between opened and blocked follicle conditions. The P25H5-O microneedles were identified as the most promising due to their optimal characteristics, including high drug-loading content (92.95%) and safety for keratinocytes, maintaining over 90% cell viability.
