The report assessed the safety of various human and animal placental and umbilical extracts used in cosmetics. It found that human-derived ingredients, except for Human Placental Protein, were prohibited in the EU due to disease transmission concerns. Animal-derived placental proteins, hydrolyzed proteins, lipids, and enzymes were in use, but no current uses of umbilical extracts were reported. Most data indicated potential estrogenic or biological activity, but one clinical study showed no irritant reaction. The report concluded that available data were insufficient to ensure safety, recommending further studies on skin sensitization, toxicity, photosensitization, genotoxicity, and ocular toxicity. It emphasized that cosmetic ingredients should not have metabolic/endocrine activity and must be free of pathogens.
