TLDR Hair conditioner makes wet hair easier to comb by reducing friction.
The primary purpose of a hair conditioner was to reduce the forces associated with combing or brushing hair, particularly when wet. This was achieved by depositing conditioning agents that lubricated the hair fiber, thereby diminishing surface friction and combing forces.
