Minoxidil's encapsulation rate remained stable, while PEP's decreased over time, especially at 4°C. Permeability tests on healthy volunteers indicated that both agents, when encapsulated in liposomes, penetrated the skin's stratum corneum more slowly but reached deeper layers compared to conventional foam formulations.
