In 2004, drug user representatives in Australia opposed the $17.5 million Retractable Needle and Syringe Technology Initiative due to insufficient consultation and potential health risks. Additionally, some drug user organizations withdrew support for the Australian Illicit Drug Reporting System, fearing it could increase harm to participants. These actions highlighted the need for better community consultation in public health research involving illicit drug users. Several Australian ethics documents, such as those from the Consumers' Health Forum, the National Health and Medical Research Council, and the Australian Injecting and Illicit Drug Users League, emphasized a communitarian approach that values participant-defined ethics and interests, aiming to enhance participatory processes in health research.
