TLDR Hair can regrow if the sebaceous gland is intact, even if the hair root is removed.
The document "Androgenetic alopecia : modern concepts of pathogenesis and treatment" by Masumi Inaba and Yoshikata Inaba, published 27 years ago, introduced a new theory about the mechanism of hair growth and the hair cycle. Contrary to the prevailing belief that the central portion of the hair follicle is the hair root and that hair cannot regrow if the root is removed, Dr. Inaba proposed that the central portion of the hair follicle is not only the hair root but also the upper isthmal portion close to the duct opening of the sebaceous gland. Based on his surgical experience, Dr. Inaba found that hair can regrow if the sebaceous gland is left intact, even if the hair root is removed. This was a significant shift in understanding the hair growth mechanism and the hair cycle.
