TLDR Predictive computational analyses have evolved biopower by using technology to track and predict individual and group behaviors.
The document from December 21, 2018, analyzed the emergence of predictive analysis mechanisms associated with big data. It introduced the concept of a "sensor society" that enables the collection of large amounts of data constantly. These data form the basis of predictive analysis algorithms, which pose challenges to law as they allow humans to be categorized based on the results of a complex set of algorithms that cannot be traditionally explained. The paper revisited Foucault's concept of biopower, arguing it's a useful model for thinking about power in the presented scenario, provided it's properly updated. The conclusion was that biopower is now hybrid, incorporating a vast array of technologies, always with the aim of identifying and tracking individuals and groups, as well as creating predictive models of behavior and risk.
